The Inquirer: At the Black Hat conference, former CIA director and US general Michael Hayden called for nations to outlaw cyberwar. He noted that cyberattacks can have dramatic real-world implications, and he called cyberspace the "fifth military domain" after air, land, sea and space.
He also pointed out that the attacker has all the advantages in a cyberattack and that it's difficult to figure out who is initiating the attacks.
